Expanding coverage, lowering costs and making health care more equitable

The BCBSA recommendations outlined below were published on February 10, 2021 and do not reflect new health care provisions in the American Rescue Plan Act signed into law in March.

In the decade since the implementation of the Affordable Care Act, the U.S. has made substantial progress in expanding access to coverage, particularly among children and low-income individuals. Today more than 90 percent of Americans have health insurance.

While our health care system is not perfect, it provides a strong foundation to build a better, more equitable system for all. Costs can be reduced, racial disparities and inequities can be addressed, and we can reach universal coverage by building upon what we have. 

The Blue Cross Blue Shield Association believes we can improve health care by relying on three pillars—­lowering costs, expanding coverage and creating a more equitable system—as the path towards a more inclusive health care system and healthier nation.
